Women and men are taking responsibility for their personal and professional development. Instead of leaving it up to their employer or chance more and more men and women are being more and more pro-active.
They are setting the agenda for where they want to be in the future, their goals and aspirations. To achieve and maximise potential people are identifying the learning, development and training needed to move them forward.
Companies are striving to achieve and maintain Investors in People, ISO etc. What people don't realise is that Investors in People says that the development and training given to staff is 'only that required to meet the needs of the organisation'. You can be developed, you will receive training but it is for the company, their profit - Not For You.
How many of you have been with the same company for a while? Had training! Never progressed further? Why? Because it is for them and not for you.
People are beginning to think 'outside the box'. What do you need to do to invest in yourself to move you forward to achieving your potential, whether that be promotion, personal and professional development, creating a business, technical, people, management and leadership skills.
Rather than leaving it up to others more and more people are buying personal development, knowledge, skills and experience that will add value to them. They are seeing themselves as their own marketable product. They have value. They are realising that they need to invest in and market the product. Themselves. If done properly they reap the rewards, its their profit. Why give it away.

Nick you are so right.
In today's world employee's are more like entrepreurs than ever. They are expected to bring a lot more "to the party". So your assertion about personal development is now more in the hands of the individual rather than the employer is spot on.
My own Blog regarding Setting Up or Expanding any Business is now becoming the basic need and mind set for the ambitious career professional.
